Establishing an International-standard "Sandbox" to Expand the Greater Bay Area's AI Ecosystem

Amidst the global wave of artificial intelligence (AI) development, the Greater Bay Area (GBA) has drawn significant international attention due to its distinctive technological innovation capabilities and regional collaborative advantages. 

Jensen Huang, Chief Executive Officer of Nvidia, previously highlighted the competitive edge of the GBA as lying in its mature AI technological ecosystem coupled with a solid industrial foundation in mechatronics, and this "synergy of hardware and software" feature has positioned the region with strong potential to become a global centre of AI innovation.  

Integration of AI and Robotics Drives Economic Growth 

Following the country's introduction of concepts such as "AI+" and "Embodied AI", the deep integration between AI and robotics has gradually become an irreversible trend. In the light of today’s technological revolution, an in-depth exploration of ways to leverage Hong Kong’s strength as a vital international within the region to empower the GBA’s AI sector development is worthy of undertaking. 

Functioning as the "brain" of smart technology, AI requires robotic "Embodied AI " to execute data-driven physical actions. This fusion of technologies has already demonstrated profound impacts across multiple fields. For instance, by employing AI to process data from multiple sensors, autonomous vehicles can make instantaneous decisions, thereby reducing traffic accidents and optimising urban transportation efficiency. Similarly, unmanned aerial vehicles have shown remarkable efficiency in fields such as logistics and precision agriculture. Additionally, humanoid robots hold promise for significant roles in healthcare, customer service, and advanced manufacturing industries. 

The pervasive application of these technologies indicates that the integration of AI and robotics is not only an inevitable technological development but also a critical driver of economic growth. 

Collaboration between Government and Enterprises to Foster AI Innovation Ecosystem in the GBA 

The GBA’s AI development has benefited from coordinated efforts between the Mainland authorities and businesses. Cities represented by Shenzhen and Guangzhou have provided stable foundations for the popularisation and application of AI technology through policy support and infrastructure construction. In Shenzhen's Futian district, for example, authorities introduced 70 AI employees, who are developed based on DeepSeek technology. Their document-format correction accuracy rates exceeding 95%. This initiative not only optimises public services but also stimulates competition and innovation among regional AI enterprises. 

Meanwhile, the engagement of technology giants such as Tencent and Huawei, through technological support and commercialisation promotion, has provided growth platforms for start-ups. This model of collaboration between the Mainland authorities and businesses has created an AI ecosystem in the GBA, where both competition and cooperation are embraced, and has facilitated technological breakthroughs and resource sharing. 

In the context of this emerging industry, Hong Kong can leverage its distinct advantages under "One Country, Two Systems" to demonstrate unique value in promoting AI development in the GBA. 

Firstly, Hong Kong can establish an AI "technology sandbox" in line with international standards to provide a compliant innovation testing platform for leading-edge AI technologies. Leveraging its robust legal and regulatory framework, Hong Kong can ensure technological safety and compliance with the rules, effectively promoting AI commercialisation. 

In addition, Hong Kong's cross-border data cooperation mechanism provides a critical foundation for AI development. For example, under the framework of the "Standard Contract for Cross-boundary Flow of Personal Information Within the Guangdong-Hong Kong-Macao Greater Bay Area", Hong Kong is capable to facilitate efficient and secure data flows within the region, supplying invaluable data resources for AI advancement. Financial institutions can achieve compliance in cross-border customer due diligence data transfers; healthcare AI firms can lawfully utilise medical records for model training; and logistics enterprises can leverage this mechanism for real-time data analysis of warehouse systems across the GBA. 

Hong Kong’s Alignment with International Regulations Foster AI Investment 

Lastly, as a global capital hub, Hong Kong can effectively attract international venture capital inflows into AI start-ups in the GBA and utilise its mature secondary market to provide exit channels for investors, so as to further stimulating capital interest and investment in the AI industry. 

Looking ahead, by effectively performing its unique role and creating synergy with other cities in the Greater Bay Area, Hong Kong is poised to play a significant role in the global AI innovation landscape, paving the way for substantial economic growth and technological revolution.
