Cumulative shortfall of 99,000 units
Keeping the total housing supply target largely the same does not properly address the cumulative shortfall that was
incurred in the past.
The LTHS supply target has been habitually missed. For example, in 2013, the annual average LTHS supply
target was 47,000 units, but in that year only 22,300 units were completed. The result was a shortfall of 24,700
units in that year.
For the five years between 2013 and 2017 alone, a cumulative shortfall of 99,000 units in total was
incurred.
