To promote the development of the silver economy, Our Hong Kong Foundation (OHKF) released a report titled "Explore the Development Opportunities of Silver Economy". The report recommends that the government adopt a "three-step" strategy to develop elderly-friendly housing. Through regulations and incentives, a dual approach should be used to encourage the industry to provide elderly-friendly building designs, establish standards suitable for local conditions, and formulate design and operational guidelines for professionals offering home modification services. The existing medical voucher scheme should be utilized to support home assessments, primarily targeting active elderly individuals, and a co-payment mechanism should be established for home modification and renovation services.

OHKF believes that, in developing elderly-friendly housing, both hardware (i.e., residential design) and software (i.e., service support) should be enhanced simultaneously. This not only allows the elderly to enjoy a comfortable life but also helps maintain their health, independence, and active lifestyle.
