Victor Kwok: Incubator cluster establishment and technology transfer facilitation

Our Hong Kong Foundation (OHKF), in strategic partnership with Alibaba Entrepreneurs Fund, launched its latest policy advocacy report entitled Building Hong Kong as a Cradle for Successful Entrepreneurship on 21 Mar. Start-ups are a crucial driver in promoting Hong Kong's innovation and entrepreneurship. Cultivating a vibrant start-up ecosystem will not only bolster the city's economic development and support industrial transformation and upgrading but will also advance the vision of transforming Hong Kong into an international innovation and technology centre.

Incubation is an integral part of the start-up journey and is often the key to success for many start-ups. The report proposed establishing a private incubator cluster in the San Tin Technopole, which could attract global and local incubators by offering attractive policy terms, service coordination and financial support.

On the other hand, it is also recommended to enhance operational efficiencies and the technology transfer capabilities of Technology Transfer Offices (TTOs) by establishing a joint Technology Transfer Alliance, which serves as a centralised platform connecting individual university TTOs with industry and specialises in the later stages of research commercialisation.
