Jason Leung: Increasing Affordable Homeownership Opportunities

Our Hong Kong Foundation (OHKF) launched its latest exclusive annual housing supply forecast. According to the report, as the housing supply outlook continues to improve, the time is ripe to shift the policy focus from enhancing quantity to enhancing quality.

The report recommends that to provide affordable homeownership opportunities to more people, increasing the supply of Green Form Subsidised Home Ownership Scheme (GSH) provides a viable middle ground to create more affordable homeownership opportunities without adversely affecting public housing waiting times.

However, merely building more GSH is not enough to drive changes in the homeownership decisions of existing PRH tenants, we should provide more incentives. Offering greater incentives and viable alternatives can encourage PRH tenants to become homeowners and vacate their public housing units, thereby satisfying the housing needs of both homeowners and PRH applicants.
