The scarcity of land and housing has persistently been Hong Kong’s foremost livelihood issue. As an international city with one of the highest living costs in the world, Hong Kong grapples with considerable challenges of expensive housing, limited unit size, and cramped living space. Housing supply is intrinsically linked to land availability. Despite a dense population and substantial housing demand, Hong Kong has failed to build a sufficient land bank. As land creation takes time, the pace of land supply cannot respond to changing market conditions. This is a stark reminder for us to learn from the experience and be more forward-looking with our land and housing strategies. Our Hong Kong Foundation’s land and housing research draws on collective wisdom to improve the quality of living for the people of Hong Kong. The research team has played the role of Hong Kong’s housing landscape navigator over the years, conducting exclusive forecasts for both public and private housing supply, striving to improve the housing ladder, promote upward social mobility, and realise the vision of universal affordable housing in Hong Kong. We also advocate for expanding the scope and capacity of land creation to release greater development potential, including expediting the urbanisation of the New Territories, streamlining development procedures, comprehensive planning of industrial land, and advanced planning of transportation infrastructure. Through meticulous research, the team will strive to provide more practical policy recommendations to make Hong Kong a more liveable city.
