Dr Sigmund LEUNG

Dr Leung graduated from the Faculty of Dentistry of The University of Hong Kong. He is currently the Vice President of the Hong Kong Professional and Senior Executives Association, the Executive Vice President of the Federation of Hong Kong Hubei Association, Member of the Election Committee of the Hong Kong Special Administrative Region (HKSAR) (medical and health services), the Deputy Director of the Professional Committee of the Hong Kong Chinese People’s Political Consultative Conference (Provincial) Members Association. and the co-founder of the Hong Kong Coalition, as well as the Advisor of Our Hong Kong Foundation. Dr Leung performed as the President of the Hong Kong Dental Association from 2007 to 2017 and the Chairman of the Board of Governors of the HK Prince Philip Dental Hospital from 2013 to 2019.

Dr Leung is enthusiastic in serving various advisory and statutory bodies of the Government of the HKSAR. He is currently Member of the Equal Opportunities Commission, Member of the Standing Committee on Disciplined Services (SCDS) Salaries and Conditions of Service cum Chairman of the Police Subcommittee of SCDS. On top of these capacities, Dr Leung is also Member of the Complaints Appeal Board of the Correctional Services Department, Member of the Governing Committee of the Beat Drugs Fund Association under the Security Bureau, Member of the Member, Working Group on Oral Health and Dental Care under the Health Bureau, and Member of the Assessment Committee of the Equal Opportunities Funding Scheme under the Constitutional and Mainland Affairs Bureau. Previously, Dr Leung served as Member of the Professional Services Advancement Support Scheme Vetting Committee of the Commerce and Economic Development Bureau, Member of the Community Care Fund Task Force, Member of the Lotteries Fund Advisory Committee, Member of the Health and Medical Development Advisory Committee of the Food and Health Bureau, the Chairman of the Task Force on Primary Dental Care and Oral Health of the Food and Health Bureau, as well as Member of the Hong Kong Dental Council.

Dr Leung also engaged in public service in the Mainland. Since 2013, he has been appointed as Committee Member of both the Chinese People’s Political Consultative Conference (CPPCC)of Hubei Province and the Hubei Chinese Overseas Friendship Association. Further in 2023, he has been elected as the Standing Committee Member of the CPPCC of Hubei Province. 

Dr Leung has been proactively participating in various social welfare services. He is serving as Advisor of Dental Service of Lok Sin Tong Benevolent Society and Pok Oi Hospital in Hong Kong respectively. Furthermore, he takes part in charitable business by being the Honorary Vice-Patron of Loving Smiles Foundation in Hong Kong.

Dr Leung was appointed Justice of the Peace by the HKSAR Government in 2012 and awarded the Bronze Bauhinia Star in 2016.
