She was educated at London University. She qualified as a barrister-at-law at Gray’s Inn, London and practiced in Hong Kong.
She was the Councilor of the Executive Council, The Legislative Council, the Urban Council as well as the District Board. She was a member of the Preparatory Committee for the Hong Kong Special Administrative Region (P.R.C.), Hong Kong Affairs Advisor (P.R.C.) and the Basic Law Drafting Committee. She was a deputy to the National People’s Congress of the People’s Republic of China and member of the Hong Kong Basic Law Committee.
