This vision is strongly endorsed by the HKSAR Government and national directives. The recent 2026-2027 Budget injected a historic HK$150 billion into infrastructure, signalling unwavering commitment to the region. Concurrently, Chinese Mainland’s newly approved 15th Five-Year Plan (2026-2030) sets a clear national mandate for high-quality development and explicitly backs Hong Kong in accelerating the development of the Northern Metropolis. The Plan tasks Hong Kong with new strategic roles, including establishing a high value-added supply chain service centre.
To realise this vision of a truly world-class hub for living and growth, the development must go beyond traditional infrastructure. This one-day conference explores how Public-Private-Philanthropic Partnerships (“PPPP”) can uniquely unlock the capital required to build this mega-development.
