Professor Yeoh is Director of the JC School of Public Health and Primary
Care of The Chinese University of Hong Kong and Head of Division of Health
System, Policy and Management. His research is in health systems, services and
policy with an interest in applying systems thinking in studying how the com-
plex components of health systems interact and interrelate to improve health.
A current research is in developing an enhanced integrated health and social
care delivery system to meet the complex needs to the elderly population.
Professor Yeoh was Secretary for Health, Welfare and Food of the
HKSAR Government between 1999 and 2004. From 1990 to 1999, he was the
head and first Chief Executive of the Hong Kong Hospital Authority. He was
awarded JP, OBE and GBS.

Graduated from a doctorate degree in social work at the Washing-
ton University in St Louis in the United States, Dr. Lai specializes her research
in Human Development, Social Capital Intervention, and Poverty. As a senior
researcher at Our Hong Kong Foundation, Dr. Lai is interested in aging from a
life course perspective and explores how policy can meet the changing demo-
graphic needs of Hong Kong. Dr. Lai has also worked at multiple tertiary institu-
tions, namely Hong Kong Baptist University, University of Hong Kong and Hong
Kong Polytechnic University, on various human development projects. She was
also involved in disaster relief work in post-quake Sichuan between 2009 and
2010, managing community development projects in a temporary housing area.
